I saw in the Resources how you can install a bleeder (220kO 2Watt) resistor between B+ and ground to drain the power transformers. (will this affect my tone?)

Do you have any suggestions for how I can drain the 22uf & 220uf Electrolytic Caps, or does this bleeder resistor handle that as well? (just trying to be sure I don't fry myself.)

Are there any other safety precautions that you recommend?

No, too small a load to do anything tone wise.

The bleeder will drain all the HV caps. The 220uF cap see's 10V max, your safe touching that one.

When you turn the amp off hit a few chords, you'll hear the sound fade out. You just drained the caps yourself. ;)
