When I put the contour switch in the full clockwise position there is a whooshing sound coming through the speaker. Anybody experience this?

No, I have never heard that. As you switch it or once it's switched?

Any particular position? Can be a lot of things, but maybe one bad solder joint. or even the EF86 tube. you need to determine exactly when it happens to isolate the problem area.

It only happens when the switch is in the furthest clockwise position, all the way to the right. Its not the tube, Ive tried 4 different ones and always get the same noise.

What components are in play in the far right position?

Only the one capacitor and the soldered connections. Reheat the ones for that component only.
