I've been working slowly on getting my amp playing again. My transformers check out, the heaters are OK, and I have voltages everywhere I should be getting them, though many are low. I have some output, but it's very very quiet - I can hear the guitar strings over the amp's output. Any ideas on what to check?

OK, a couple of things to check, V1 seems to be a bit under on the voltages so check all your solder joints to that tube. Make sure that the ground on the 1.5K resistor and 25uF electrolytic is good. It is possible you have fried a couple of your power resistors, just make sure they are all good at 22K. Check all the solder joints on your volume and tone pots. When you have done that, with the amp on and the volume on about 1/4 being very careful, touch a chopstick or your meter probe to pin 2 of each of V4 and V5, do you get a decent thud? if not check your solder joins on pin 7 of those tubes. If you do get a thud sound do the same on pin 2 and pin 7 of V3, if you have no noise here check the joint on pin 1 and pin 6 of V3, if you get noise try doing the same at pin 2 and pin 7 of V2, if you have no noise check the joint on pin 8 of V2, if you have noise move to V1 and check pin 2 and pin 7, if you have no noise check pin 6 and pin 1, if you do get a thud it sounds like you input jacks may be at fault. This is a basic diagnostic checking routine following the signal path back from the power tubes to the input that should narrow your problem area down reasonably quickly. Let me know what happens. BTW Check the ground is good on all points of your under board ground run.

Many MANY thanks. My 22k's tested at 19k. Is this an allowable tolerance, or are they fried?

Should be OK, but I noticed that two have gotten quite hot. Oneto yourpower tubes and the other to V2.

Make sure those ground are good and the values are correct. Compare your board to the 15 in
