The tone knobs just don’t make a significant change in the tone. Any thoughts?

The tone knob works by filtering out high frequencies from the signal of your pickups. If your guitar only has one pickup, then there's not much change the knob can make since it's already only getting signal from a single source. This is most common on single-pickup guitars like Telecasters.
