I wired up the pt, ot, heaters, rectifier, mains, etc. I tested as instructed on p 33 of the build guide. Im only getting 3.3 vac to the heaters.

Any ideas?

1, you're measuring from tube pin to ground instead of pin to pin.
2. you used the center tap of the filament winding instead of the two proper windings.

There should be 3.3 VAC between each green - green yellow pair. First check that is true.

I was measuring tube pin to ground. Where should the ground lead from the meter be attached to?

Use the AC setting and measure pin to pin.
