finished the build the primary channel sound amazing( the one with only one tone control)

The other channel has a low grade hum that I can't seem to isolate?
I used a wooden stick and couldn't find a short or loose wire?
I double checked my tone stack wiring including using a continuity meter check.

The hum remains even when the gain is turned down to 0
but goes away when the volume is turned down?

The other channel is as quiet as a girl when I ask her for her phone number ;)

Excellent. Resolving your own problems is one of the benefits of building an amp yourself. Congrats!
