Looking at the layout, is the turret third from the right, top row, just above the turret in the center of the board connected to anything?

It appears that there is a wire connecting the center turret, to the top turret, (third from the right, top row) and then to the far right tab on the volume pot.

is this correct?

Yes you are correct.. There is just a jumper between to center and the top turret. The plexi has a slightly different tone stack in the "normal" channel that the sIII hense the jumper instead of a cap.
