Hi just sorting out my amp a jumper wire on my board has gone between 16uf at v2 and
the 2 100k's correct me if i'm wrong but they are the plates.
I'm getting 346 b+ in and 324 out is that normal, if not what causes it.
no tubes in i'm getting 431 in 428 out with 240vac mains.
I'll post all the voltages when i've done it again.
Thanks.

You can't have a voltage drop across a length of jumper wire, unless the wire itself has developed a high resistance. Perhaps there's a bad solder joint at one of the ends. I would also expect voltages in the vicinity of V2 to be quite a bit lower than that.
