 Post subject: Quick wiring question

The insulated wire that goes to V2 pin two. Do I twist the inner and outer wires together and solder to pin two?

Inner is the signal wire. "Outer" is the shield. That other thread shows you a handy way of separating the shield from the inner wire AT THE END THAT YOU GROUND. At the other end, you don't solder the shield at all.
