No idea nor do I know if you can buy the dope? What are you trying to accomplish?
It has to be very light weight otherwise you will change the speaker very dramatically. I definitely would not use contact cement!!

Speaker Doping
Doping the speaker is a commonly misunderstood concept. Lot’s of people ask about it and it is really very simple. Speaker doping is adding the shiny goop you see around a lot of speaker surrounds. This adds rigidity to the speaker itself, extending the life of the surround and controlling the cone at higher volume levels. Most often, doping is offered during the reconing process and can add life to your speakers. However, the doping process also dampens the cone vibrations, resulting in a reduction in texture and character of the speaker. In guitar applications, doping is useful when using higher wattage amps and helps reduce the possibility of unwanted surround resonance and stray frequencies that seem to step all over your singing solos. It seems a majority of the guitar purists out there prefer to have undoped speakers to attain the most natural tone but you should let your own ears decide which is best.

Some recommend white glue or wood glue, and I've seen speakers doped like this, but that material seems to me to dry too hard. No idea if it works but you can try it at least something.

Interestingly, I thought one guy sounded better with the undoped speakers, while the other guy sounded better with the doped speakers.

Doping stiffens the cone, most often used around the perimeter. As speakers wear in, the perimeter gets softer and softer. Taylor Swift 2048
