I'm curious to know what VRM stands for, what the control does, and how it does it. I'm guessing that it reduces the DC current to the output tubes, as does the Power scaling control on the Suhr Badger?

Any enlightenment would be much appreciated, especially with regard to how it differs from a master volume in the effect on sound/tone and how/where it works in the circuitry. Thank you.

Voltage Regulator Moduale as far as I know.

It varies (scales) the B+ (so the high DC voltage in the amp).

It's essentially a very effective master volume. Google VRM, VVR and power scaling.

Just how low can it go ? I am on the hunt( totally obsessed ) for a bedroom type amp with this tone (blues sample bites). I would like the ability to have it at a low db level . I would go this route if you guys think I would be happy with it !

Low enough so you can talk over it - low enough so the guitar is louder than the amp. It should be OK I think.
